Cliff Berry Sr. was the recipient of the U.S. Coast Guard Distinguished Public Service Award, the highest award the U.S. Coast Guard presents civilians other than the Life Saving Award. The year Cliff Berry Sr. received the award, he was one of only five others who received an award of this level the entire year 2 recipients were governors, 2 were ambassadors, and the last was Mr. Alex Haley. AWARDS: MPC was the recipient of the first U.K. publication 1990 Seatrade Award for excellence in the category of Countering Marine Pollution. David Usher, founder and president of MPC, was presented SCAA's Howard E. Stanfield Distinguished Service Award in 1991. Mr. Usher was presented the U.S. Coast Guard's Meritorious Public Service Award in 1991 for his participation on The U.S. Inter-Agency Assessment Team that provided advice and assistance to the governments of Saudi Arabia and Bahrain in responding to the massive oil spills in the Persian Gulf. During his tenure as a member of the Inter-Agency Assessment Team, Mr. Usher played a key role in the development and implementation of a system by which the government of Saudi Arabia could review, categorize, evaluate, and draw from the numerous offers of products and services that were offered by governments, firms, and individuals worldwide. Consequently, a system was established that will serve as the cornerstone of a technical resource library. Mr. Usher assisted the government of Saudi Arabia in developing and reviewing response plans for the protection of key facilities, environmentally sensitive areas, and for the recovery of oil from impacted shorelines. His expertise and experience were essential in assisting the government of Saudi Arabia to resolve and identify common construction equipment that could be modified to serve as recovery equipment. Mr. Usher was presented the U.S. Coast Guard's Public Service Commendation in 1992 for his efforts in representing the Spill Control Association of America on the Coast Guard's OPA 90 Oil Spill Response Plan Negotiated Rulemaking Committee. Mr. Usher was also named Member of the Year by the Hazardous Materials Control Resources Institute in 1994. In 1999, the States/British Columbia Task Force presented Mr. Usher with its first "Legacy Award for Oil Spill Prevention" for his focus on the development and strategic placement of high capacity pumping systems at key ports throughout the United States. The pumping systems are used to remove fuel and/or cargo from stricken vessels, and are the components of a unique spill prevention program that has been being developed and refined since the early 1970's. |
